What books must businesses keep under Egypt's simplified accounting system (نظام المحاسبة المبسط)?
Under Law No. 6 of 2025 and its implementing regulation (Minister of Finance Resolution No. 420 of 2025), the simplified tax system is available to enterprises whose annual turnover does not exceed EGP 20 million. The Ministry of Finance has prescribed a minimum set of records, books, and documents that qualifying enterprises must maintain — split into three categories: Records (السجلات): Fixed Assets Register (سجل الأصول الثابتة) — record of all fixed assets and related VAT. Raw Materials Inventory Register (سجل مخزون الخامات) — record of raw-material stock as of year-end. Books (الدفاتر): Sales Journal (دفتر يومية المبيعات) — record of sales values and corresponding VAT. Purchases Journal (دفتر يومية المشتريات) — record of purchase values and corresponding VAT. Tax Summary Journal (دفتر ملخص الضريبة) — consolidated record of tax positions drawn from the records and books above. Documents (المستندات): Electronic Invoice or Electronic Receipt (الفاتورة الإلكترونية أو الإيصال الإلكتروني) issued through the Egyptian Tax Authority's e-invoicing and e-receipt systems, as applicable to the activity. Records, books, and documents may be maintained in electronic or paper form. This set represents the minimum compliance requirement under the simplified system. Enterprises that exceed the EGP 20 million turnover threshold, or that elect to opt out, move to the full accounting books and standard tax treatment under the Commercial Code and Income Tax Law.
What payroll filings must an Egyptian employer submit?
Every employer in Egypt operates under three parallel filing frameworks: payroll tax to the Egyptian Tax Authority (ETA) under Income Tax Law No. 91 of 2005, social insurance to the National Organization for Social Insurance (NOSI) under Social Insurance & Pensions Law No. 148 of 2019, and labour-law filings under Labour Law No. 14 of 2025 (effective 1 September 2025). Monthly filings: Form 4 (نموذج ٤) — Payroll Tax Return. Filed monthly with the ETA detailing each employee's gross salary, withholdings, allowable deductions, and net payroll tax withheld. Due by the 15th of the month following the payroll period. Monthly Social Insurance Contribution. Employer and employee contributions remitted to NOSI, calculated as percentages of insured salary within the minimum and maximum thresholds (updated annually). Due within the first ten days of each month. Annual filings: Annual Payroll Tax Settlement (التسوية الضريبية السنوية). Reconciliation of payroll tax withheld over the calendar year against each employee's annual tax liability, with over- or under-withholding settled. Due by the end of January of the following year. Annual Employee & Salary Statement. Updated declaration of employee data and salary changes, filed each January under the Labour Law. Event-based filings (when an employee joins or leaves): New-employee social insurance registration (استمارة ١). Notification of a newly hired employee to NOSI, with supporting documents. The Comprehensive Health Insurance contribution (Law 2/2018) applies progressively as the system rolls out across governorates, with separate employer and employee rates remitted to the health insurance authority. Enterprises under the Simplified Tax System (Law 6/2025) operate on a reduced filing frequency.
What does outsourced accounting include?
Outsourced accounting transfers a defined set of finance-function activities from the business to a third-party provider — typically structured as a monthly service. The standard scope covers four areas: 1. Day-to-day bookkeeping (المحاسبة اليومية). Recording every financial transaction in the general journal (دفتر اليومية العامة) and general ledger (دفتر الأستاذ العام). Classifying entries into the chart of accounts (دليل الحسابات). Filing supporting documents (invoices, receipts, contracts) for audit trail. Maintaining the required books per the applicable accounting framework — the full Commercial Code books or the simplified system. 2. Receivables, payables, and bank reconciliations. Issuing customer invoices through Egypt's e-invoicing system and tracking outstanding receivables. Processing supplier invoices and managing the payment cycle. Reconciling bank statements to internal cash records, identifying and resolving discrepancies. 3. Payroll and statutory filings. End-to-end payroll calculation (gross-to-net, including all statutory deductions). Submission of payroll tax (نموذج ٤), social insurance, and labour-law filings. 4. Periodic closing, financial statements, and management reporting. Monthly and annual closing entries, trial balance (ميزان المراجعة), and reconciliation of control accounts against subsidiary ledgers. Preparation of financial statements (income statement, balance sheet, cash-flow statement) compliant with Egyptian Accounting Standards (معايير المحاسبة المصرية) or with IFRS (International Financial Reporting Standards) where required — for example, by foreign investors, multinational parent-company consolidation, or certain credit facilities.
